Prep: Heat oven to 350 degrees F. and grease baking pan.
Prepare the Bell Peppers: Wash the bell peppers and cut the tops off with a sharp knife, but save them for later. Remove the seeds and membranes from the inside, creating a hollow cavity to stuff. If needed, you can also cut a small portion from the bottom of the peppers to make them stand upright.Use a small paring knife to cut holes into the exterior of the peppers to make jack-o-lantern faces.
Cook the Rice: Cook the rice (or quinoa) according to the package instructions.
Prepare the Filling: In a skillet, heat olive oil over medium heat. Add the chopped onion and garlic and sauté until they are softened and fragrant. Add the ground meat and cook until it's browned and cooked through—season with salt, pepper, and your choice of spices. Add cooked rice or quinoa to the skillet with the cooked meat and onion mixture and mix.
Add Tomatoes and Cheese: Stir diced tomatoes into the meat and rice mixture. Allow it to cook together for a few minutes. Then, mix in a portion of the cheese, reserving some for topping.
Stuff the Peppers: Stuff the hollowed bell peppers with the meat, rice, and cheese mixture. Press the filling down gently to ensure it's compact. Sprinkle the remaining cheese on top of the stuffed peppers.
Bake the Peppers: Place the stuffed peppers (and lids) in a baking dish that's been lightly greased. Bake them in the preheated oven for about 25-30 minutes, or until the peppers are tender and the cheese on top is melted and golden.Carefully remove the stuffed peppers from the oven. Let them cool slightly before serving.
